Migration of youths to urban areas has positive and negative
effects
Mukim Sukang like other rural areas, is not exempted
from the phenomenon of youths migrating to other locations in particular urban
areas. The migration in turn results in the reduction of the area's population.
This also affects the productive generation of long term economic activities in
the area. This was said by the Minister of Industry and Primary Resources at the
Gawai Get-together Function at the Kampong Bang Taong Longhouse in Mukim Sukang
Ulu Belait.
Pehin Orang Kaya Seri Utama Dato Seri Setia Awang Haji
Yahya said nevertheless the Ministry does not deny that the migration has
brought about a positive change for the youths. This can be seen when most of
the youths from rural areas including those from the Mukim Sukang area are able
to gain good positions in both the government and private sectors.
Yang Berhormat Pehin added that the Ministry is of the
opinion that such a trend should be given due attention by all related parties
to ensure the continuity and establishment of rural communities. In this regard,
the Ministry believes that by making rural areas more active with beneficial
economic activities, the trend of migration can be controlled.
The Ministry of Industry and Primary Resources feels
that precise planning in sectors such as agriculture, tourism and handicrafts
will generate productive activities that benefit residents in rural areas. Yang
Berhormat Pehin went on to say that the establishment of rural settlements has a
strategic function as residents of rural areas have a responsibility to ensure
the security of their respective areas from intruders. The function was
highlighted with a cultural performance from the Iban, Chinese and Dusun
communities. Bang Taong Longhouse was built in early 2003 on a three-acre area
and houses more than one hundred people, most of whom are muslims.

Trees planted able to slow down global
climate change
More than two thousand trees were planted yesterday
under the International School Brunei, ISB One Million Trees Project. The tree
planting at Badas Forestry Reserve in Belait district involved the British High
Commission and Standard Chartered Bank. Staff of the British mission planted one
thousand 200 drybalanops rappa or locally known as kapur paya saplings, half of
which were planted last Friday.
Among those joining the project were the British High
Commissioner to the country, His Excellency John Saville and Australian High
Commissioner to Brunei Darussalam, His Excellency Mark Douglas Sawers. The Badas
50,000 trees project is part of Brunei's Heart of Borneo initiative through
ISB's Million Trees Project in collaboration with the Ministry of Industry and
Primary Resources. This project which provides an opportunity for all to
contribute to the slowing down of Global Climate Change, is endorsed by Heart of
Borneo National Council which aims to replenish the area of degraded kerangas
forest with indigenous trees by 31 October 2009.

Ministry of Religious Affairs continue to
monitor the development of Religious schools in the country
The Permanent Secretary at the Ministry of Religious
Affairs has made a working visit to the Sungai Taring Religious School in Lumut,
Belait. Awang Haji Mohammad Mahdi's visit was aimed at overseeing the academic
progress of the school as well as other infrastructures under the Ministry of
Religious Affairs especially in the Belait District.
The function also saw the presentation of appreciation
certificates to the donors of air conditioners to a number of mosques in the
district. The Permanent Secretary and his party also visited the Islamic
Religious Council and Religious Affairs Department buildings at Jalan Maulana in
Kuala Belait. The buildings also house the Islamic Propagation Section and the
Islamic Education Section in the district.

Brunei
Darussalam and Singapore strengthens bilateral media collaborations
Brunei Darussalam and Singapore have signed a Memorandum
of Understanding to foster greater bilateral media collaborations, particularly
in the field of digital media. It aims to spur policy and regulatory exchanges,
as well as business collaborations between government and private entities of
both countries in digital media such as internet protocol television, cable
television and mobile broadcasting.
The MOU was signed by Permanent Secretary at the
Ministry of Communications, Haji Awang Alaihuddin, in his capacity as Director
of Broadcasting, and Chairman of Singapore's Media Development Authority, Dr.
Tan Chin Nam, at the sidelines of BroadcastAsia 2009.
Dr. Tan, in his speech, said Brunei Darussalam is a key
partner of Singapore and the latest media co-operation between the two countries
further strengthens the long-standing bilateral relationship. Whilst, Haji
Awang Alaihuddin said the MOU is seen as a strategic partnership where both
parties can collaborate on a range of activities, from commercial and industrial
exchanges and technology partnership, from educational and learning exchanges to
the sharing of policy and regulatory information. Besides Brunei Darussalam,
Singapore has also sealed media co-operation MOUs with three other ASEAN
countries, namely: the Philippines, Indonesia and Thailand.

MOH ban 22 types of traditional Medicines and 3 cosmetic products
The Ministry of Health informs the public on the recall
of 22 types of traditional medicines and 3 cosmetic products by the Drug Control
Authority in a neighbouring country. The traditional medicines are found to
contain Sildenafil and Tadalafil used in the treatment of male impotence.
Consuming them with other medicines can cause serious side effects such as
lowering blood pressure if taken together with some anti-hypertensive drugs.
Meanwhile, the recalled cosmetic products are found to have been contaminated
with skin lightening agents. Hydroquinone is a lightening agent which may only
be prescribed by a doctor.
Unsupervised topical use of Hydroquinone may cause skin
irritations, reddening and burning of the skin, nephropathy and hepatocellular
adenoma while mercury poisoning may cause vomiting, abdominal pain, bloody
diarrhoea, eventually leading to kidney damage. The pharmacy enforcement section
has conducted a post marketing surveillance and two of the products, Cobra-X
Capsules and Blue Moon Capsules were found to be available for sale.
No approval has ever been given by the Ministry of
Health for the information and sale of these products. Consumers who have the
contaminated products are advised to immediately stop taking or using them and
to discard them. If they experience any adverse reactions or feel unwell, they
should consult their doctors immediately. Sales of the product is an offence and
may carry a fine of 8 thousand dollars or 6 months imprisonment. For further
information, the public can contact the pharmacy enforcement section at

Pusat Ehsan Al-Ameerah Al-Hajjah Maryam
receives contributions
The Pusat Ehsan Al-Ameerah Al-Hajjah Maryam yesterday
received a contribution from a private firm. It included cash amounting to 400
dollars, a CD and an appreciation certificate from the Starmeez Event
Management. The money was the proceeds raised from the sale of Maria Albums
launched on the 23rd of last month. A local singer, Maria Aires presented the
contribution to the Centre's Executive Trustee, Haji Ahmad Haji Abd. Rahman. The
Pusat Ehsan also presented a souvenir to Maria who's also a volunteer at the
Centre since last year.

3 days camping for youth at Mentiri Moasque ends
A three-day camping for Mosque Youths in the country at
the Mentiri Mosque, in the Brunei Muara District came to a close last night with
the presentation of certificates. Thirty selected youths from throughout the
country gathered with their peers from the other districts at the camping.
During the long-camping, the participants took part in the various arranged
religious activities.
The camping was organised by the Mosque Affairs,
Ministry of Religious Affairs and conducted by the Kampong Mentiri Mosque
Committee members in conjunction with the second term school holidays. The
activities included the Sermon competition, Azan competition and Dikir Syarafil
Anam competition. Presenting the certificates and prizes to winners in the
various competitions was the Head of Library at the Language and Literature
Bureau, Awang Haji Shari bin Haji Nassar.

Philippine Embassy to Brunei held reception
to mark their 111th Independence Anniversary
Embassy of Philippines to the Country Tuesday night held
a reception to mark the 111th Anniversary of the Proclamation of Philippine
Independence. It was held at the International Convention Centre in Berakas.
Present at the ceremony to represent His Majesty's Government was the Minister
of Religious Affairs, Berhormat Pehin Jawatan Luar Pekerma Raja Dato Seri Utama
Dr Ustaz Haji Awang Mohd Zain. The Ambassador of Philippine, Her Excellency
Virginia H. Benavidez in her welcoming remarks reaffirmed the strong, steadfast,
stable and strategic relations between Brunei Darussalam and Philippine.
Brunei Darussalam and Philippines share strong
historical links and kinship ties and continue to enjoy and nurture close and
warm relations and people-to-people interaction which antedate even the
establishment of formal relations twenty five years ago. The state visit of His
Majesty Sultan Haji Hassanal Bolkiah to the Philippines last January built on
the strong foundations of understanding, goodwill and cooperation between the
two leaders, countries and peoples.

129 students involves in Syababul Islam
Programme
The Syababul
Islam Programme is a support programme for muslim secondary school students in
Brunei to better understand and practice their Fadhu 'Ain or individual
obligations. This year, some 129 students from 30 schools are involved in the
four-day programme which ends TODAY. This 3rd Syababul Islam Programme targets
Year 7 and Year 8 muslim students with priority given to those who did not go to
a religious school or fail to complete such learning programmes. Present was
the Minister of Religious Affairs,Yang Berhormat Pehin Jawatan Luar Pekerma Raja
Dato Seri Utama Doktor Ustaz Haji Mohamad Zain. Religious activities, mind
development and recreational activities, plus motivational talks were organised.

Minister of Home Affairs in Geneva,
Switzerland for 98th International Labour Conference
The Minister of Home Affairs, Pehin Orang Kaya Johan
Pahlawan Dato Seri Setia Haji Adanan and a delegation of senior officers from
the Home Affairs Ministry and Labour Department, are now in Geneva, Switzerland
for the 98th International Labour Conference. The conference of employers and
Trade Union represetatives coincides with the 90th formation anniversary of the
Labour Association. The 98th International Labour Conference was opened by Mr
Khandaker Mosharraf, the Minister of Labour and Employment and Expatriates of
Bangladesh who presided over the event. Its agenda includes reports and
discussions by the International Labour Association comprising:-
i. Reports of the Chairperson of the Governing Body and
of the Director-General and Global Report under the follow-up to the ILO
Declaration on Fundamental Principles and Rights at Work'
ii. conventions and recommendations;
iii. Elaborations of an autonomous Recommendation on
HIV/AIDS in the world of work
iv. Gender equality at the heart of decent work.
In an address during the conference's plenary session,
Pehin Orang Kaya Johan Pahlawan Dato Seri Setia Haji Adanan among other things
extended Brunei's hope that the special gathering would be able to shed better
light of related issues to the global financial crisis and identify an effective
and efficient agenda in handling them. He also attended a Meeting for Labour
Ministers of the Non-Aligned Movement, chaired by Her excellency Margarita M
Gonzalez Fernandis, the Minister of Labour and Social Security of the Republic
of Cuba.
Asides that, Yang Berhormat Pehin had a courtesy call
with Mr Juan Somavia, the Director General for the International Labour
Association and dissussed matters on social networking and technical issues of
concern. He also held bilateral meetings with Ministers from Oman, Bahrain,
Malaysia and the People's Republic of China.

BASE organizes Science and Technology Week
Science teachers are urged to find more effective ways
of teaching the subject and getting involved in related activities. The call
came from the Acting Minister of Education, Pengiran Dato Seri Setia Dr Haji
Mohammad at the official close of the Science and Technology Week. He said that
science is a core subject and therefore a must, for all students, under the
National Education System for the 21st century or SPN21.
He said
Science is vital in producing a human resource with the necessary skills to
contribute to the nation's future development. There were nine categories of
competition including the best model design and science project as well as one
on CD Rom. The Science and Technology Week was organised jointly by the Brunei
Science Education Association. BASE, and the Ministry of Education. It was
sponsored by Brunei Shell.

Sengkurong
Electrical Office is now operating at its new premises
The Sengkurong Branch Electrical Office is now located
in a new premise at Block C of the Tanjung Bunut Shopping Complex, near the Hua
Ho Departmental Store. The Sengkurong Branch was officially opened Tuesday by
the Director of Electrical Services, Awang Osman bin Haji Tamin.
It provides services including electrical bill payments
and prepaid meter coupons counters and opens from Monday to Thursday and on
Saturday from 8 in the morning until 3 in the afternoon. On Fridays, it opens
from 8 until 11 in the morning. The new electrical office would benefit 19
thousand residents of the seven villages in Mukim Sengkurong.

Reading
culture in Brunei still below desired level
The reading culture in Brunei is still below par,
compared to other ASEAN nations. The Acting Director of Research, Development
and International Affairs at the Ministry of Culture, Youth and Sports, Dr
Mataim Bin Bakar, said the level attained was despite a marked annual increase
in reading in the community.
He said more efforts were required to encourage people
to take up reading and that both government and non-governmental agencies play
important roles in promoting the habit, through organising reading related
activities for the young during school holidays. He spoke at the launch of the
Empowerment of Reading Culture at mosques and the final story telling
competition. Although school holidays, he said, were a time of rest from school
activities, he reminded students not to take a total break from learning.
8 children including 4 boys from different districts
took part in the story telling competition. The boy's champion was Tajjul Hakim
while Dayang Siti Nur Khadijah binti Haji Abu Samah was the top winner among the
girls. Both represented the Kampung Pandan Mosque. The Empowerment of reading
culture at mosques is a joint project of the Mosque Affairs Department through
its Library and Information Technology Section and the Malay Language and
Literature Bureau.
Meanwhile, A motivational guidance program for youth in
conjunction with the 2009 Empowerment of reading culture was also launched
Tuesday Afternoon. The Acting Director of Research, Development and
International Affairs, Doctor Mataim, in addressing the gathering, called on
Brunei's youth to make reading a habit, in order to learn.
Knowledge, he said is vital as it determines the
development of a country. Dr Mataim later presented a motivational talk on self
determination and confidence as being the core for success. He said every
success comes from strong determination and determination is the key to
success. The youth motivational guidance for members of the Malay Language and
Literature Bureau's library is one of the bureau's agendas to produce and create
a community that is knowledgeable and advanced in every fields. The three day
event is being held at the Sengkurong Library.

6-day Young Entrepreneurship Attachment
Programme in Sinaut Centre
The Kampung Sinaut Entrepreneurship Development Centre
plays a big role in skills training for business diversification. The Centre
now trains nearly 50 youths in the Tutong District under its 6-day Young
Entrepreneurship Attachment Programme. The centre's Assistant Project Officer,
Haji Adaan in Haji Abdul Ghani said that the participants comprise mosque youths
from the Tutong Branch of the Youth and Sports Department. They are introduced
to business skills, and pay visits to industries involving youths in the Belait
District.
He also said that apart from this year's attachment
programme especially for youths in the Tutong District, the centre also conducts
business management, marketing, finance and basic entrepreneurship courses for
youths, other job-seekers and retirees. Muhammad Suhardi bin Omarali, a youth
member of the Kampung Sungai Kelugos Mosque said the programme meets his need to
learn about running a small business such as opening a roti canai stall. Awang
Helmi bin Mat Suni from the Youth and Sports Department in Tutong District, said
the course helps his peers who are looking for jobs and opens their minds to
business and to conduct business not just by selling goods but also by providing
delivery services.

Medical assessment is important for all
intending pilgrims
One of the
requirements for Brunei's Haj pilgrims is a medical assessment to ensure that
they are mentally and physical fit to perform the religious deed. They are also
required to seek medical treatments for any health conditions prior to departing
for Mecca. In Tutong district, a total of 96 people had blood tests and and
x-rays at the Pengiran Muda Mahkota Pengiran Muda Haji Al-Muhtadee Billah
hospital.

BIBD challenge 2009 “Cabaran Anak Brunei”
begins
The 2009 BIBD 1st ever endurance sports challenge, Cabaran Anak Brunei,
began Sunday at the Sultan Haji Hassanal Bolkiah Foundation Secondary School in
Jalan Kebangsaan with the participation of 60 teams. Participating in the race
was Her Royal Highness Paduka Seri Pengiran Anak Isteri Pengiran Anak Sarah
binti Pengiran Salleh Ab Rahaman.
The event was officially launched by the Permanent Secretary at the
Ministry of Finance, Dato Paduka Haji Ali bin Apong. 60 teams comprising 4
members in each group competed for the top 5 places. More than 25 games based on
Brunei's culture and traditions, environment, financial industry and sports were
originally created, for the race. Teams raced against the clock, to reach four
venues within 10 kilometres of Bandar Seri Begawan. The top five teams will
contend in a much tougher and challenging series of games before claiming the
champion title.

His Majesty Grandchildren’s joins walkathon
Brunei Two's Religious School Leader's Committee organised a walkathon in
conjunction with the school holidays. About a thousand participants including
students, parents and guardians took part in the 5 kilometer walk which kicked
off with aerobics.
It began and ended at the National Hassanal Bolkiah Stadium in Berakas
and was launched by Member of the Legislative Council, Dato Paduka Haji Idris
bin Haji Abas. His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam's
grandchildren, Yang Amat Mulia Pengiran Anak Hariisah Widadul Bolqiah and Yang
Amat Mulia Pengiran Anak Abdul Raqiib were among those taking part.

Minister of Health launches 2009 World Blood Donor Day
Brunei Darussalam is fortunate to have one of the finest blood supply
systems in the world. Blood donation in the country is voluntary. The Minister
of Health stressed this, in a message in conjunction with World Blood Donor Day.
Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Haji Suyoi said blood donors
played an important role in assisting health specialists in giving treatment or
operating on patients.
The Minister of Health urged non-government organisations and other
professional bodies to co-operate with the Ministry of Health in developing
blood donation programmes and ensuring the blood donated is safe to be used.
World Blood Donor Day honours and encourages blood donors to donate blood
voluntarily without being remunerated. World Blood Donor Day is celebrated
every 14th of June, since the World Health Organisation, made it an annual event
in 2005. This year's theme is '100 percent voluntary non-remunerated donation
of blood and blood components'.
Meanwhile in his speech at the launch of the Brunei's 2009 World Blood
Donor Day, the Minister of Health announced that his ministry had drawn up
several policies and strategies to ensure that blood transfusion services in the
country are amongst the best in the world. Cooperation between Non-Government
Organisations, educational institutions and others is essential.
The public are welcome at the blood donation campaign at RIPAS Hospital's
Blood Donation Centre tomorrow and on Wednesday from 9 am until 3pm. Yang
Berhormat Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Haji Suyoi revealed
that according to Ministry of Health statistics, blood used by patients in the
country increased from 9300 units in 2005, to 9598 units in 2008. Blood
collected also increased from 10 thousand 743 units in 2005 to 11 thousand 839
units in 2008. This shows that blood supplies are in abundant supply according
to local demand. At the function, the first edition of a blood donor guide book
was handed over to coordinators from Jerudong Park Health Centre, Royal Brunei
Armed Forces, Panaga Health Centre and hospitals in all four districts. The
guide book is another milestone of the Lab Services Department.

Brunei Darussalam remains free
from ‘A’ H1N1 Flu Virus
Brunei Darussalam remains free from the 'A' H1N1 Flu virus which has
affected 78 countries worldwide. According to the Ministry of Health, the World
Health Organisation, W-H-O has moved the alert for the virus to phase 6 while
Brunei is placed at level 6A, which means a non-affected country.
In an interview with RTB, the Minister of Health, Pehin Orang Kaya Indera
Pahlawan Dato Seri Setia Haji Suyoi, said the phase 6 alert level was the WHO's
highest so far, indicating that a pandemic is under way. According to the
Minister of Health, preparatory measures to handle A H1N1 will be enhanced based
on the worldwide current situation through information from the W-H-O. The
Minister said that the Ministry of Health has the neccessary medical supplies -
and lab facilities are to be upgraded. Meanwhile, the public are reminded to
watch their hygiene.

Tutong District's Health Camp for Youths
Youth groups play a big role in raising awareness on health matters
relating to themselves, their families, the community and environment. The
Ministry of Health's Permanent Secretary, Dato Paduka Haji Abdul Salam bin Momin
noted this at the launch of the 2009 Tutong District's Health Camp for Youths.
The three-day camp is organised by Tutong's Health Centre. 90 Form 4
students from 6 schools in the district are participating. The camp aims to
raise awareness on a healthy lifestyle and activities. Physical activities and
health lectures, covering topics from the A H1N1 Flu, health from a religious
perspective and healthy eating are included in the camp.

Jalan Menteri Besar Recreation Park officially open to Public
Anyone looking for a new venue to hike or jog can now try out the Jalan
Menteri Besar Recreation Park that opened Sunday to the public. The Minister of
Development, Yang Berhormat Pehin Orang Kaya Hamzah Pahlawan Dato Seri Setia
Awang Haji Abdullah officiated the event which included a Green walk to mark
World Environment Day, participated by the Ministry's employees. The Jalan
Menteri Besar Recreational Park is located close by to the Ministry of Health
and Ministry of Finance buildings on a 32 hectare plot of land. Public
facilities include a carpark, and restrooms, while more is to be developed in
phase 2 of the project.

Belait District Religious Office held charity events
The Belait District Religious Office Sunday organised a sponsored charity
walkathon and bazaar. Male participants walked 4 point 2 kilometers from Padang
Bandaran to Jalan Bunga Raya and female participants walked 2 point 6 kilometers
finishing at the Padang. The walkathon was participated by the Permanent
Secretary at the Ministry of Religious Affairs, Awang Haji Mohd Mahdi and his
wife, Dayang Hajah Rashidah Binti Hj Md Zain.
Also present was the Belait District Officer, Awang Haji Jamin bin Momin.
Fifty percent of the charity proceeds will be donated to the Pengiran Muda
Mahkota Al-Muhtadee Billah Fund for Orphans, the Humanitarian Fund for
Palestinians, the Eric Goh Centre in Kuala Belait, the Belait District Office
Charity Fund, the Belait District Religious Schools Welfare Fund and Smarters of
Belait District. The rest will be handed over to the Belait District Religious
Office.

Ports Department held its Customers' Day
The development in shipment, unloading technology, management,
information and communication technology as well as globalisation have expanded
in line with increasing development and demand. These
development and changes result in effect and challenges to the port's situation.
In this regard, the port's manager needs to study and evaluate their business
strategies in order to maintain efficient services. This was stated by the
Minister of Communications, Pehin Orang Kaya Seri Kerna Dato Seri Setia Haji
Awang Abu Bakar during the Customers' Day for the Ports Department and the
opening ceremony of the InLand Container Depot, I-C-D.
Yang Berhormat further said that in facing these changes, the Ports
Department and all agencies responsible in giving services must be fully
committed and cooperate with other agencies towards providing best, responsible
and efficient services to the public. The event also coincided with the
presentation of 2007-2008 Ports Award by the Minister of communications. The
objective of the award was to recognize the contributions given by the Port's
community especially the private sectors which encouraged to increase the
service quality, productivity and the efficiency of the community as well as
encouraged in the development and the growth of port's community business
activities.
For its continuos efforts in developing the Muara Ports, the Minister of
Communications also presented certificates of appreciation to the Port's
Services providers, Shipment Association of Brunei Darussalam, S-A-B-D, Brunei
Fright Forwarders, BRUFA and the Federation of Transportation and Stevedoring of
Brunei Darussalam, FTSBD. Meanwhile, eleven retired port officers and staffs
were also received their certificates of appreciation.
The Muara InLand Container Depot is one of the projects under the
National Development Plan. The Inland Container Depot was also officiated by the
Minister of Communications. Its construction costs more than 3 million dollars
and was constructed in May 2006 and handed over to the Port's department in
November 2008. The day's programme also included a blood donation campaign and
an exhibition on the facilities and services available at the Port's Department
as well as from the private sector.

government subsidies $340 millions of petrol to Bruneian’s last year
The petrol subsidy products given for vehicles using diesel, Regular 84,
Super 92 and Premium 97 by His Majesty's government almost totalling
$340,000,000.000, last year. The Minister of Energy at the Prime Minister's
Office in his speech during the roadshow in conjunction with 2009 Energy Day,
said that the control in consuming those petrol products were important to
ensure the products can be enjoyed by the Rakyat and people in this country.
Pehin Orang Kaya Seri Dewa Retired Major General Dato Seri Pahlawan Awang Haji
Mohamad said that some measures have been taken in order to prevent the products
flow out of the country.
The Minister of Energy further on said that those measures were putting
on trade contents limit and the using of fleet card by the government. Other
measures was control steps taken by relevant authorities, have been increased.
With the understanding and the cooperation from all parties including petrol
stations entrepreneurs and publics to all government agencies, these taken
measures have reached its objective. The roadshow was the passage for the Energy
Unit at the Prime Minister's Office to send message on the importance of changes
in energy consuming at the level of conservation, saving and efficient as well
as chances for Temburong district residents to give response or suggestions that
can be an additional model to the government in order to arrange more effective
strategy.

New Building for Electrical Department in Temburong
In conjunction with the Energy Week, a new building of the Electrical
Services Department of the Temburong district was officially launched. Present
to officiate the building was the Minister of Energy at the Prime Minister's
Office, Pehin Orang Kaya Seri Dewa Retired Major General Dato Seri Pahlawan
Awang Haji Mohammad. The more than 900-thousand dollars building is situated in
Kampong Batu Apoi. Also present were a member of the Legislative Council, Awang
Haji Sulaiman Bin Haji Ahad, the deputy Permanent Secretary of Energy at the
Prime Minister's Office and the Acting Temburong district officer.

Quality Control Circle remain relevant for Ministry of
Development
The Quality Control Circle, Q-C-C is considered by some people as less
relevant because it had been introduced 40 years ago. However, the key
principle of Q-C-C remains as its aim to discuss or confer among the workers on
efforts to improve any aspects in the work place and present it to the
management side. The Permanent Secretary of Administration and Finance at the
Ministry of Development, Awang Haji Mohd Rozan further stressed that the Quality
Control culture approach has to be made the key agenda in all departments and
units of the ministry.
He urged all department and unit heads as well as the convention to give
support towards increasing quality efforts and continuous productivity in line
with the convention function, as the recognized system in ministerial level. The
Kumpulan Asas from the Ministry emerged the champion, Kumpulan JITU from
Geodetic Unit of the Survey Department in second place and Kumpulan Alzuairy
from the Belait District Survey Unit came in third. A total of seven projects
from departments under the Ministry of Development competed in the convention.
The winners will compete in national-level of the Q-C-C convention held in
August.

2nd FRESH Conference ends
The 21st century Education System, SPN 21, is hoped to bring another
positive change in this country including Technical and Vocational Education.
The department of technical education will also provide more comprehensive
technical education of better quality relevant to the current needs of the
country. The Deputy Minister of Education, Pengiran Dato Seri Setia Doctor Haji
Mohammad made the remark at the closing of 2nd FRESH Conference Wednesday
afternoon.
He said the department of technical education has provided a roadmap
which contains three tiers of learning skill, which will produce qualifications
namely Certificate, Diploma and Degree. The Deputy Minister of Education also
hope that the FRESH programe will increase manpower resource needed by the
country to meet the requirement of marketable skills regionally and globally. At
the function, the Deputy Minister of Education also presented certificates to
the Speakers of the Conference.

MOU for E-Muslim project between State Mufti Office and
B-Mobile
A memorandum of understanding between the State Mufti Office and B-Mobile
Communications was signed to make it easier for the public to look up Islamic
knowledge through their mobile phones. The signing for the E-Muslim project was
held at the State Mufti's Office between the Administrative Director, Dato
Paduka Ahmad Bukhari bin Pehin Siraja Khatib Haji Abu Hanifah and B-Mobile
Communications' Corporate Affairs Senior Officer, Dayang Hajah Noorul Baiyinah
binti Haji Kassim.
The signing was witnessed by the Deputy State Mufti, Yang Dimuliakan
Pehin Orang Kaya Paduka Setia Raja Dato Paduka Seri Setia Haji Suhaili and the
Permanent Secretary at the Prime Minister's Office, Awang Haji Abdul Aziz bin
Orang Kaya Maharaja Lela Haji Mohd Yusof. The project is hoped to ease the
public reference and findings on fatwa, irsyad and other knowledgeable
materials.

Sungai Liang Authority and BEDB held half-day
forum
The Brunei Economic Development Board convened a forum for international
and local contractors with an interest in its infrastructure projects. The BEDB
has been ranked as one of the top performers for investment promotion agencies
in East Asia and the Pacific, according to the World Bank's Global Investment
Promotion Benchmarking 2009 Summary Report.
Chairman of Sungai Liang Authority and BEDB board member, Yang Amat Mulia
Pengiran Kerma Raja Pengiran Haji Kamarulzaman in his speech said the forum is
an important mechanism to help the BEDB manage key infrastructure projects
through a fair and transparent process. Whilst, Acting Chairman of the BEDB,
Dato Paduka Timothy Ong said that the forum reflects BEDB's commitment to
transparency, international best practice and competition in awarding contracts.
The mandate is to award tenders based on compliance with tender requirements,
the contractor's competence and competitive pricing so as to secure best value
for His Majesty's government. The forum saw participants being updated on the
status of the BEDB infrastructure projects. It covered those undertaken by the
BEDB including waste management and housing, industrial infrastructure at the
Sungai Liang Industrial Park, the container port at Pulau Muara besar and roads;
as well as ICT infrastructure at the Knowledge Park at Anggerek Desa.
The half-day forum also gave the participants opportunity to engage in a
dialogue with the BEDB through an open forum discussion involving over 300 local
and foreign executives from industries such as logistics, consultancy,
engineering, construction, equipment as well as technology. They included
delegates from China, Indonesia, Iran, Korea, Malaysia, Singapore, Philippines,
Netherland, India and Hong Kong.

UNISSA visions to build modern library with latest ICT
The Sultan Sharif Ali Islamic University, UNISSA was established two
years ago with the vision to be Dynamic and Progressive International Islamic
University based on Al- Quran and Al- Sunnah. Among the important strategies to
realize this vision is the University is building a modern library which is the
source of knowledge and the heart of the University. A modern library should
have sufficient books and reading materials and also equip with the latest Info
Communication Technology, ICT.
This was said by the Rector of UNISSA at the Book Presentation From
Embassy of Saudi Arabia to UNISSA. Dr Mohd Yusop bin Haji Awang Damit, also
said although the development of ICT has reduced the monopoly of library as the
source of knowledge, ICT has not been able to replace the library totally. He
also added that the library remains the heart of the University which keeps
books and other materials which are used in teaching and learning and research.
At the function, the Ambassador of the kingdom of Saudi Arabia, His Excellency
Muhammad bin Jameel Abdul Jaleel Hashim handed over 1,500 Arabic books of
different titles to the Rector of UNISSA. All the books will be used for
references for staff and students in UNISSA.

UAE Foreign Affairs Minister and delegation arrive in
sultanate for two-day working visit
The Minister of Foreign Affairs of the United Arab Emirates, His Highness
Sheikh Abdullah bin Zayed Al Nahyan, is in the sultanate for a two day visit.
He was welcomed at the Brunei International Airport Yesterday afternoon by His
Royal Highness Prince Mohamed Bolkiah, the Minister of Foreign Affairs and
Trade, who was later introduced to members of the visiting delegation. His
Highness Sheikh Abdullah leads a 21 member delegation.

The Minister of Foreign Affairs of the United Arab Emirates held separate
meetings with the Minister of Development and Minister of Energy at the Prime
Minister's Office .
His Highness Sheikh Abdullah bin Zayed Al Nahyan first held a meeting
with the Minister of Development, Pehin Orang Kaya Hamzah Pahlawan Dato Seri
Setia Haji Abdullah. His Highness is leading a 21-member delegation for a
two-day visit to the country.
Later the Minister of Foreign Affairs of the United Arab Emirates held a
meeting with the Minister of Energy at the Prime Minister's office, Pehin Orang
Kaya Seri Dewa Retired Major General Dato Seri Pahlawan Haji Mohammad. During
the separate meetings, both parties discussed bilateral talks in related fields
namely in the area of development and energy between the two countries.

Minister of Education launch 2nd F.R.E.S.H Conference 2009
Technical education which is the engine of economic growth and social
development equips students with the necessary skills and knowledge to meet
professional expectations. Through an effective system, the students will be
able to adapt to dynamic demands of their career.
The Minister of Education stated this at the opening of the 2nd F.R.E.S.H
Conference 2009. The abbreviation stands for Futuristic, relevant,
enterprising, sustainable and holistic. Pehin Orang Kaya Seri Lela Dato Seri
Setia Haji Abdul Rahman in his opening remarks said the SPN-21 aims to
mainstream vocational and technical education to ensure a seamless progression
of students in the vocational, technical education sector.
The new technical programmes under the SPN-21 will commence in the year
2012. Nearly 500 participants is attending the 2nd F.R.E.S.H Conference which
is part of initiatives by the Department of Technical Education to provide
opportunities to Vocational Technical Education Training, VTET, instructors to
learn the best practices undertaken by other countries. This year's conference
which opened to the theme; Excellence in Technical Education and Training, aims
to exchange ideas on best regional and international practices by VTET
providers.

Microsoft Live@Education
Students and staff of Yayasan Sultan Haji Hassanal Bolkiah School are
urged to involve themselves in the implementation of the Microsoft Live@
Education, a state-of-the art programme that benefits students in the quest for
knowledge and experiences in ICT. The School's principal Dr Haji Loji Roji bin
Haji Saibi says the programme is another significant development for the
school.
Its implementation was launched Tuesday morning by the Minister of
Communications, Pehin Orang Kaya Seri kerna Dato Seri Setia Haji Awang Abu
Bakar, Chairman of the School's Board of Directors cum Chairman of the Yayasan
School Board of Governors.
At the function, His Majesty's grand daughter, Yang Amat Mulia Pengiran
Anak Harisah Widadul Bolkiah demonstrated the online storage. Also present was
His Majesty's grandson, Yang Amat Mulia Pengiran Anak Abdul Raqiib. The
Microsoft Live@Education programme provides students with online storage, email,
calendars and instant messaging. The function was held at the school's

Batu Apoi mosque and Penanjong mosque win Dikir Brunei
Competition
The Batu Apoi mosque and Penanjong mosque teams have emerged champions of
their catergories in the Dikir Brunei Competition. The competition which took
place at the Mohamad Bolkiah Mosque in Kampung Serusop aims to raise zikir
reading standards in the country. 14 teams, 6 male and 8 female, competed for
the top spots. The Batu Apoi Mosque's Dikir team was the best in the male
category while the Penanjong Mosque team was the female champion. Prizes were
presented by the Minister of Development, Pehin Orang Kaya Hamzah Pahlawan Dato
Seri Setia Haji Abdullah.

Kampong Amo B Long House receives new reading corner
In a move to establish a well-educated Brunei society, it's necessary to
have vision toward excellence and competitiveness to stand against the challenge
of globalisation. The Acting Director of Language and Literature Bureau, Dayang
Hajjah Aminah binti Haji Momin, noted this at the launch of a new reading corner
at a long house in Kampong Amo in the Temburong district Tuesday morning. The
reading corner and Long House Cultural campaign in Kampong Amo B is the third of
its kind so far and aims to instill a reading culture amongst members of the
community.
The Acting Temburong District Officer, Awang Metussin bin
Orang Kaya Sura Haji Tuba, declared it open. It also illustrated the bureau's
drive to promote reading not only to urban residents but also to remote, rural
residents. The project supports the Titah of His Majesty the Sultan and Yang
Dipertuan of Brunei Darussalam to establish a well-educated society. The head
of the Language and Literature Bureau, who is chairman of the function, Awang

British High Commissioner Celebrate their Queen's 83rd
Birthday
British High Commissioner in this country has observed how much both
Brunei Darussalam and United Kingdom has value and gain from their relationship,
from the very top level to that of ordinary people and everyday life and wished
it to be continuously strengthened.
His Excellency Mr John Saville shared this at the Celebration of Her
Majesty the Queen's 83rd Birthday held last night. The function took place at
the Empire Hotel and Country Club in Jerudong.
His Excellency also said this year his high commission together with four
other british embassies and high commissions; in Indonesia, Malaysia, Singapore
and Cambodia are making charitable donation to offset the carbon emissions from
all the Queen's Birthday Party by donating trees for ISB's Heart of Borneo
Million Trees Project.
Representing the government of his majesty at the occasion, Minister of
Education, Pehin Orang Kaya Seri Lela Dato Seri Setia Haji Awang Abdul Rahman.
Brunei-UK relations is further strengthened such as seen in the Heart of Borneo
Peatlands project, another increase in the number of students studying in the
UK, visits of His Royal Highness the Prince of Wales and Duchess of Cornwall and
the successful negotiation of an extension to the bilateral Garrison Agreement
to be signed by heads of government this month.

New Thermal Scanner at RIPAS for H1N1 Influenza
The use of the Thermal Scanner at the Raja Isteri Pengiran Anak Saleha
Hospital is aimed at expediting and smoothening the process of examining body
temperature for A H1N1 Influenza. This is part of the measures taken by the
Ministry of Health in ensuring the country is free from the epidemic.
The Minister of Health, Pehin Orang Kaya Indera Pahlawan Dato Seri Setia
Haji Awang Suyoi highlighted the matter at the launching of the RIPAS Sleep Lab
Monday. He said the situation remains the same, that there is no H1N1 case in
Brunei and that the use of thermal scanner is to replace the screening system
using thermometers that needs more manpower.
He said the thermal scanner is also very effective in terms of detecting
hospital visitors with high temperature. The first phase of the Sleep Laboratory
Service began on the 1st of June. It is a study method in monitoring persons in
their sleep for risks of ailments such hypertension, heart diseases, stroke and
other cases. The laboratory functions twice weekly and is operated by two senior
medical officers, withe the assistance of four nurses. A special clinic will
also be held twice weekly for patients with appointments before and after
treatment.

Minister of Industry and Primary Resources launch World
Oceans Day
Global human activities have a bad impact on the world oceans. The
eco-systems that are exposed and easily polluted such as coral reefs have been
damaged and vital marine resources are being overused through damaging fishing
methods. The Minister of Industry and Primary Resources made the emphasis at the
Official Opening of the World Oceans Day Monday.
Pehin Orang Kaya Seri Utama Dato Seri Setia Awang Haji Yahya said the
rising ocean temperatures and acid levels as well as sea levels as the result of
climate change, threaten marine life, the coastal and island community as well
as the national economy. World Oceans Day is celebrated throughout the world
every 8th of June. The launching ceremony began with the marking and then the
release of turtles to the sea by the Minister of Industry and Primary Resources.
It was one of the Fisheries Department's turtles conservation and management
programmes to protect the amphibious species from extinction.
Meanwhile, The World Oceans Day carries the theme "Our oceans-our
responsibility". The theme lays the emphasis on the responsibility of the
international community in preserving and protecting the oceans from damaging
elements. Its primary aim is to utilise the oceans for the best interest of the
marine life and to make long-term contributions to their survival. The Minister
of Industry and Primary Resources also toured the Pulau Pilong-Pilongan, an
island rich in marine life and that has one of the beautiful corals in the
Brunei waters. He also visited the Fisheries Department's Marine Fish Breeding
Research Station at Tanjung Pelompong. He then released grouper fry into the
cage for them to grow.

Ministry of Religious Affairs held Quality Control Circle
Convention
In order to become a progressive and competitive organisation, that
remains relevant to the country, the Ministry of Religious Affairs and
departments under it need to secure an excellent work culture. The Permanent
Secretary at the Ministry of Religious Affairs said efforts towards achieving
excellence, require efficient and effective management.
Awang Haji Mohamad Mahdi made the reminder at the Ministry's Quality
Control Circle Convention Monday. He said various courses have been organised
and various new management techniques introduced. Apart from that, various
incentives and awards have been offered as the pre-conditions or steps towards
achieving excellence. To achieve the level of excellence targeted, efforts
towards attaining excellent work culture that becomes the main agenda in all
departments, offices and ministries, should be based on the Islamic teachings.
The Azkiyya team representing the Islamic Studies Department emerged as
the champion of the Ministry of Religious Affairs' QCC, with its project on "The
ineffective use of the Computer Lab at Religious Schools." This phenomena
involves 38 religious schools run by the Islamic Studies Department with
Computer Laboratories.

2nd International Conference on Mathematical Modeling and
Computation at UBD
Students at all levels should understand and be aware that mathematical
skill is a key to success in many professions in the modern world. This was
emphasized by the Vice Chancellor of Universiti Brunei Darussalam during the
opening of the 2nd International Conference on Mathematical Modeling and
Computation Monday. It was in conjunction with the 5th South East Asia Society
of Industrial and Applied Mathematics, S-I-A-M, Conference.
Doctor Haji Zulkarnain bin Haji Hanafi added that such a
skill develops the ability to make good decision and to evaluate potential
outcomes in a clear logical style. About 70 international participants including
Brunei Darussalam attended the 4-day conference which serves as a platform for
them to discuss and disseminate the latest developments in applied mathematics
and mathematical modelling

Brunei is the 3rd lowest corruption rate in Asia
Pacific Region
In a survey conducted by the Global Corruption Barometer recently, Brunei
Darussalam is in the third position after Hong Kong and Singapore, in terms of
the lowest corruption rates in the Asia Pacific Region. The survey showed that
the government effort in combatting corruption is considered successful as 78
percent of the respondents interviewed agreed to its effectiveness.
The Acting Head of the International Unit of the Anti-Corruption Bureau,
Mohamad Yusof bin Dato Paduka Seri Haji Abdul Rahman, said this year Brunei
Darussalam has been included in the survey for the first time. As a general
survey, the barometer serves as an indicator on how corruption affects
individuals at the national level and in observation on how efforts to control
corruption are carried out throughout the world. He said Brunei Darussalam has
been placed among the group of countries with the lowest number of corruption
cases such as Norway and Singapore.
The survey also found that the business or private sector is the sector
worst affected by corruption. Statistics from the Anti-Corruption Bureau for the
past five years show an increase from 2004 to 2006 with 200 to 244 complaints.
However the figures dropped in 2007 with 189 complaints, but rose again to 215
in 2008.

Forest fires in Kuala Belait since early May
The Belait Branch of the Fire and Rescue Department has received nearly
60 emergency calls mostly regarding forest and bush fires since early May. The
forest fires tend to affect road-users' vision when they happen to pass by the
affected areas in the Belait District. Among the areas in the district worst
affected by the fires were the Kilometer 3 Lumut By Pass, the Seria Highway and
Badas area leading to the water treatment plant.
Thick smog from the forest fires tends to blanket several main roads
causing poor visibility. In such a case, motorists are urged to practice
caution, reduce their speed and turn on their headlights when passing through
the affected areas. The Fire and Rescue Department says that in view of the hot
and dry weather, members of the public are advised not to indulge in open
burning. If they need to do so, they should first call the Fire and Rescue
Department for advice on open burning through telephone line 995.

Crown Prince consented for 2009 Charity Golf Tournament
His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince and
Senior Minister at the Prime Minister's Office Sunday consented to present
prizes for the 2009 Charity Golf Tournament. The three-day event was to collect
contributions for the Pengiran Muda Mahkota Al-Muhtadee Billah Fund for
Orphans.
His Royal Highness was welcomed at the Royal Brunei Golf and Country Club
in Jerudong by members of the tournament's Board of Directors and Co-Chairs.
Yang Amat Mulia Pengiran Anak Haji Mohammad Saifullah emerged as the overall
champion in the Gross Category, winning the challenge trophy. The Nett Overall
Category champion was Awang Mirusin bin Hashim. Dayang Debbi Soo was champion
of the Women Nett category with Dayang Norhayati binte Masri placed top in the
Women Gross category.
The Junior Nett Category title went to Ahmad Fauzi bin Haji Said with the
Senior Nett title won by Pengiran Haji Kowloon bin Pengiran Haji Mohammad and
the Senior Gross winner being Dato Paduka Haji Samid.
His Royal Highness also consented to receive a cheque for 30 thousand
dollars in proceeds of this year's Charity Golf Tournament. The Crown Prince
then handed the cheque over to the Chief Executive Officer of the Pengiran Muda
Al-Muhtadee Billah Fund for Orphans, Dato Paduka Haji Ali Hashim bin Haji Daud.
The three-day Charity Golf Tournament was to vie for the challenge trophy
contributed by His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown
Prince. Two hundred players took part in the event including cabinet ministers
and senior government officers.

Minister of Health launched Society of Anaesthesiologists and
a Walkathon in conjunction with World Tobacco Day
The anaesthetic service provided by trained doctors has long been
practised in Brunei Darussalam. Throughout the past century of the Ministry of
Health's healthcare services, its anaesthesia service is on par with those of
any developed counrtries in the world.
The Minister of Health, Pehin Orang Kaya Indera Pahlawan Dato Seri Setia
Haji Suyoi stated this at the official launch of the formation of the Society of
Anaesthesiologists. He said, in context of Brunei Darussalam, very low
incidents of complication and mortality rates were directly caused by
anaesthesia in hospitals.
The Government of His Majesty will continue to provide medicines, medical
equipment, facilities and well-trained human resource to ensure delivery of high
quality services to the patients. To maintain high standards of care, he said,
doctors must update their medical skills and knowledge.
At the event, the Minister of Health launched the website for the
newly-established society of anaesthesiologists. The non-profit professional
organization was registered under the Society Act in September 2008. The society
is established as a professional medical body representing anaesthesiologists in
Brunei Darussalam.
Minister of Health has told RTB that Brunei Darussalam is still free of
the A H1N1 Influenza. Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Haji
Suyoi however urged the public to practise healthcare and avoid visiting
countries affected by the epidemic. He made the remarks in an interview with
RTB at the launch of a Walkathon in conjunction with World Tobacco Day organised
Sunday by the Ministry of Health.
According to the Health Minister, 21 thousand or more people have so far
been infected by the A H1N1 Flu, out of which, more than 156 have died. Praise
be to Allah the Almighty, Brunei Darussalam, he said, is still not affected by
the disease and that the Ministry of Health continues to monitor the situation.
The A H1N1 however is within reach of the country as nearby Singapore has
already had 14 cases, with Malaysia having 5, Thailand two and Australia
reporting several more cases.
If Brunei does not take the necessary precaution, the country could also
be affected. Precautionary measures, the minister said, should not be left
entirely to the Ministry of Health. In fact all members of the public are to
take their own preventive steps such as by observing personal hygience, washing
hands, and covering their mouth when sneezing or coughing and not visiting
places affected by the A H1N1 Influenza.
Yang Berhormat also spoke of the Ministry of Health's campaign towards
raising public awareness on the dangers of smoking. He said the ministry will
continue its awareness campaign by holding exhibitions and talks at schools.
The Health Minister went on to add that since the Tobacco Order was enforced in
2008, changes have already been seen among smokers. In the long run, the number
of smokers in the country, he said, will decrease. And as a result of its
anti-smoking campaigns at schools, the ministry is hopeful that a generation of
non-smokers or who are anti-smoking will emerge in the future.
Although the anti-smoking order with fines is not enforced, the ministry
hopes members of the public would obey the order nonetheless, as it is for their
own good. The day's Walkathon event carried the theme, "A Healthy Life Without
Drugs, Without Crime. The participants covered a distance of more than 5
kilometres and amongst them were the Deputy Minister of Health, Yang Dimuliakan
Pehin Orang Kaya Pekerma Laila Diraja Dato Paduka Hj Hazair and the Permanent
Secretary, Dato Paduka Haji Abdul Salam. The Walkathon which started at the
Ministry of Health, ended at the Health Promotion Centre in Berakas. An
exhibition was also held which highlights the health warning on cigarette boxes,
"Show the truth: Warning illustration for saving lives."

Youth and Sports Department organised National Youth Quran
Reading Competition
The Youth and Sports Department of the Ministry of Culture, Youth and
Sports, organised the National Youth Quran Reading Competition. A selection
round was held Sunday afternoon for the Brunei Muara District. It took place at
the Youth Centre in the capital.
The winners in the selection round were Awangku Mohammad Sallehin bin
Pengiran Haji Kambar and Dayang Syariah binti Haji Salim. Prizes were presented
by the Acting Youth and Sports Chief Officer, Awang Haji Mohamad Zali bin Haji
Arsad. The national competition is aimed at improving the standards of Quran
reading among youth in the country and in preparing them for the South East
Asian level competition.

Jame Asr Hassanil Bolkiah organized Azan competition for
children’s
The most suitable time to guide and train talents in the calls for
prayers or azan is when they are still young. An azan competition, organised by
the Jame Asr Hassanil Bolkiah Muqaddam and Al-Quran classes, was held Sunday.
The competition was divided into two categories, namely, category A for
students aged 7 and 8 and category B for those aged 9 and 10. Muhd Fahmi
Izzuddin bin Mudim Hj Awg Tamin won in category category A, while category B was
won by Awangku Ahmad Syahrul Mubarak bin Pg Hj Kamaluddin. Prizes were presented
by the Ketua Kampung of Kampung Menglait, Awang Haji Mohadar bin Haji Ahmad.

Ministry of Religious Affairs held Haj Course for the 1430
Hijrah/2009 Haj season
The Ministry of Religious Affairs through the Haj Management Department
has held a Haj Course for the 1430 Hijrah/2009 Haj season in course centred
throughout the country following registration in all districts. The Pengiran
Anak Puteri Amal Umi Kalsum Al-Islam School, Kampong Mulaut is one such centre
that has currently 325 potential Haj pilgrims enrolled. Participants will learn
pre-Haj cleansing rituals, complete a physical test, among others.

Jalan Kampung Kianggeh will be operated again end of this
month
Jalan Kampung Kianggeh will be re-opened to traffic by the end of this
month. The bridge was supposed to be completed by late April. However, the
foundation laying works which was scheduled for late December last year until
early February was postponed due to the heavy rains occurring in the country
early this year.
The bridge will replace the existing culvert that has narrowed the Sungai
Kianggeh drainage. The closure of Jalan Kianggeh has enabled the bridge
construction to take place without involving private land, reducing the period
of construction and costs as well as being safer for road users. The Public
Works Department reminds the public that following the temporary closure of
Jalan Kampong Kianggeh, the public are advised to be cautious while driving in
the area. Road-users who would like to use Jalan Sungai Kianggeh towards Jalan
Subok can also use Jalan Residency.

HM leaves Korea after attending ASEAN-Korea
Commemorative Summit
His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah, the
Sultan and Yang Di-Pertuan of Brunei Darussalam has returned home after
attending the ASEAN and Republic of Korea’s Commemorative Summit, marking 20
years of dialogue relations, held in Jeju, Republic of Korea.
Before leaving the hotel, ‘Doa Selamat’ was read by the State Mufti,
Pehin Dato Paduka Seri Setia Doctor Ustaz Haji Abdul Aziz. Bidding farewell to
His Majesty at the Jeju International Airport were Korea’s Ambassador and
Government Representative, His Excellency Moon Ha-Young; the Vice Governor of
Jeju Province, Mr. Lee Sang-bog, the Republic’s Ambassador to Brunei
Darussalam, His Excellency Kim Dae-Sik and other members of Korea’s Government.
Also present was the Ambassador of Brunei Darussalam, His Excellency Dato Paduka
Haji Harun and other embassy officials.

Crown Prince grants audience to UK’s Minister for
International Defence and Security
His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince and
Senior Minister at the Prime Minister’s Office, Wednesday granted an audience to
the Minister for International Defence and Security of the United Kingdom, the
Right Honourable Baroness Ann Taylor. The audience was held at Istana Nurul
Iman.
The Right Honourable Baroness Ann Taylor is in Brunei on a three day
visit. She was accompanied at the audience by the Deputy Minister of Defence,
Retired Colonel Pehin Dato Seri Paduka Haji Mohammad Yasmin and the British High
Commissioner, His Excellency John Donald William Saville.

Commander-in-Chief of RTAF awards with RBAF Honorary Pilot
Wing
His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam has
consented to award the Royal Brunei Air Force Honorary Pilot Wing to the
Commander-in-Chief of the Royal Thai Air Force, Air Chief Marshal Itthaporn
Subhawong. An official ceremony was held Wednesday at the Royal Brunei Air
Force Base in Rimba.
Upon arrival at the Air Force Headquarters, Air Chief Marshal Itthaporn
Subhawong received the General Salute and inspected a Guard of Honour. The
Honorary Pilot Wing was presented by the Commander of the Royal Brunei Armed
Forces, Major General Pehin Dato Paduka Seri Haji Halbi with the purpose of
fostering the betterment of relationship of both air forces. The Thai Air Chief
Marshal then paid a call on the Commander of the Royal Brunei Air Force,
Brigadier General Dato Paduka Haji Mahmud bin Haji Saidin. Air Chief Marshal
Itthaporn Subhawong and delegation are in the country for a two-day introductory
visit. While in the Sultanate, he will make courtesy calls on the Deputy
Minister of Defence, Retired Colonel Pehin Dato Seri Paduka Haji Mohammad Yasmin
and the Commander of the Royal Brunei Armed Forces at the Ministry of Defence in
Bolkiah Garrison.

Foundation laying ceremony for new hospital’s mechanical
engineering and electrical plant
The Ministry of Health strives to improve its services at the Raja Isteri
Pengiran Anak Saleha Hospital. The latest project is the building of a new
block for the hospital’s mechanical engineering and electrical plant. A
foundation laying ceremony for the new 15.8 million dollar building took place,
Wednesday.
It was officiated at by the Minister of Health, Pehin Dato Seri Setia
Haji Suyoi. The plant, located on a 0.356 hectare site near the Specialist
Clinic Building is expected to be completed by next February. The three-storey
building will also house the laundry services, office, estate maintenance and a
prayer room.

Roadshow in conjunction with 2009 Energy Day for Tutong
District
Achieving energy efficiency requires the involvement of everyone,
regardless of status or age. The theme, “Save Energy, Our Responsibility”, in
the Brunei context, signifies unity and solidarity to act for everyone’s
benefit. The Minister of Energy at the Prime Minister’s Office highlighted this
at an Energy Roadshow in conjunction with the 2009 Energy Day for the Tutong
District.
Retired Major General Pehin Dato Seri Pahlawan Haji Mohammad said that
Brunei must eliminate its label as the highest energy consumer per capita. This
is in view of worrying current trends, as the major part of the annual increase
comes from domestic demands and not from the industrial or economic sector. An
energy efficient society requires systematic implementation in stages. The
roadshow included a seminar on ways to save energy. It was jointly conducted by
the Energy Unit of the Prime Minister’s Office, the Electrical Services
Department and the Petroleum Unit. Similar roadshows will be held in the Belait
and Temburong Districts on the 6th and 10th of this month respectively. The
function took place at the Seri Kenangan Hall in Tutong, Wednesday.

Brunei’s Adat Istiadat will
continue to flourish and develop
Brunei’s Adat Istiadat is not a
regulation which is frozen in time but will continue to flourish and develop by
incorporating cultural elements that are suitable to the Bruneian people’s way
of life. The Senior Assistant of the Yang Di-Pertua of Adat Istiadat stressed
this in his talk, at the Brunei Adat Istiadat workshop, Wednesday.
According to Yang Amat Mulia Pengiran Seri Wijaya Pengiran Haji Ahmad,
the incorporation of such elements ensures that the Adat Istiadat is in keeping
with progress and changing times. However, the authenticity of the Brunei Adat
Istiadat and related values would be upheld. Yang Amat Mulia explained that the
Brunei Adat Istiadat is influenced by Islamic culture, as shown by the Quranic
verses written on the Royal Regalia such as the ‘Perisai’ or shield, ‘Kain
Sesandang’ or shoulder cloth, and on the ‘Patarana’ and ‘Singgahsana’ or Royal
Dais. Meanwhile Islamic religious practices can be observed in the Bruneian
customs and ceremonies, which incorporate ‘Doa Selamat’ or recital of prayers.
Islamic teachings are emphasized to gain Allah the Al-Mighty’s blessings.
The Adat Istiadat course and workshop was jointly organised by the Civil
Service Institute and the Adat Istiadat Department. About 90 government
officers and staff including officers from the Mosque Affairs Department
attended the three-day event.

Students need to have skills and positive attitude in facing
current job challenges
Possessing 21st century skills and a positive attitude are vital for
students who face job-seeking challenges in the current techno-economic
environment. The Deputy Director of Curriculum Development at the Ministry of
Education stressed this at the 4th Inter-Vocational Technical Institutions
Public Speaking Competition, Wednesday.
Freddie Ho Mun Wai believes that students should be given the opportunity
to develop these vital skills. 10 students representing technical and
vocational institutions from throughout the country took part in the
competition.
Liyana binti Zakaria from the Sultan Saiful Rijal Technical College
emerged champion in the National Diploma category. Champion in the National
Trade Certificate category was Noraimah binti Haji Kiprawi from the Nahkoda
Ragam Vocational School. The competition was organised by the Language and
Communication Department of the Sultan Saiful Rijal Technical College to allow
participants to develop their public speaking skills.

Speech competition aims to find talented students in public
speaking
The ‘Syarahan’ or Speech competition aims to find talented students in
public speaking. The finals of the 21st Nationwide Religious Speech Competition
for Secondary Schools and Colleges saw the Arabic Hassanal Bolkiah Boys
Secondary School emerging champions in the male category. The female category
top winner was the Sayidina Othman Tutong Secondary School.
Ahmad Zulwaqar bin Suhaili from the Arabic Hassanal Bolkiah Boys
Secondary School was the best male speaker with his topic ‘Taqwa Asas Kejayaan’.
Dayang Eis Farhana binti Haji Latif from the Sayyidina Othman Tutong Secondary
School was the best speaker of the female category with her topic ‘Syarahan
Mentaati Perintah Allah Menolak Kejahatan’. Such programmes are essential in
the 21st century National Education System which aims to produce self-sufficient
and competitive students. It’s also part of efforts to instill the Ministry of
Education’s mission to provide educational opportunities to all. Ten
participants from forty six entries competed at the finals.

New house for senior citizen in replacing her previous home
His Majesty’s Government as well as the private sector is always looking
out for the welfare of local residents in need of assistance. Dayang Hajah
Haliah binti Haji Ghafar, a senior citizen, was recently singled out to be
presented a new house, to replace her previous home as she did not have the
means to build her own.
The Brunei Muara District Officer, Dato Paduka Haji Mohammad Yussop
officiated at the handover ceremony held Wednesday. Dayang Hajah Haliah’s case
was brought to the attention of the Brunei Muara District Office by the local
council and Penghulu of Mukim Lumapas, Awang Haji Bakar bin Mansor. The
construction of her house began on March 31st and was completed on May 10th.
The Brunei Muara District Office, the Sultan Haji Hassanal Bolkiah Foundation,
the Islamic Religious Council and the Community Development Department all came
together to build the home at a cost of $25,000.00.

Workshop to raise awareness on importance of systematic
library management
Libraries as Community Information and Learning Centres assist students
in their learning process and are great sources of information for school
projects. An officer at the Language and Literature Bureau said this while
presenting his working paper at the Library Management Workshop.
Awang Haji Abdul Talip bin Haji Tassim said that a library provides
correct and useful information and also serves students outside of school. The
three-day workshop held in conjunction with the 2009 Reading Culture Empowerment
Week, raises awareness on the importance of a systematic library management.
